To get the Télé à chat achievement/trophy and browse through all the channels, you must climb to theroofsof the Slums. To theleftof the building with the largeneon orange sign, you will see another tall building. Climb to the roof of this to discover a sofa and a television set.

On the sofa is aremote control. Approach it andinteractwith it to turn on the TV. Keep interacting with the remote to browse through the available channels. Doing thiseight timesin total will complete the challenge and earn you the Télé à chat achievement/trophy in Stray. But, ensure you be courteous and interact with the remote once more to turn the TV off when you are done.
Unfortunately, the TV is rather small, and the channels' quality is lacking, so it is hard to actually make out what is on TV.
